Ontario AODA - Integrated Accessibility Standards (O. Reg. 191/11) O. Reg. 191/11, consolidated 30 March 2026

Ontario's Accessibility for Ontarians with Disabilities Act, 2005 (S.

O. 2005, c.

11) and its Integrated Accessibility Standards Regulation, O. Reg.

191/11 (the IASR). The IASR applies to the Government of Ontario, the Legislative Assembly, every designated public sector organization, and every other person or organization that provides goods, services or facilities to the public or other third parties and has at least one employee in Ontario (s.

1(3)). A company headquartered elsewhere with one employee in Ontario is in scope.

Obligations scale with size: small organizations (1 to 49 employees in Ontario), large organizations (50 or more) and designated public sector organizations (municipalities, school boards, hospitals, colleges, universities, public transit and the provincial bodies listed in O. Reg.

146/10). This framework covers Part I general requirements (policies, the multi-year accessibility plan, procurement, self-service kiosks and training), Part II information and communications (feedback, accessible formats and communication supports, emergency information, and websites at WCAG 2.

0 Level AA), Part III employment, Part IV. 1 design of public spaces, Part IV.

2 customer service (which replaced O. Reg.

429/07 on 1 July 2016), and the accessibility compliance report under section 14 of the Act. Part IV transportation is deliberately not included: it binds transit systems, school transportation, ferries and municipalities that license taxis, and needs its own assessment.

Businesses and non-profits with 20 or more employees file a compliance report every three years, and the current deadline is 31 December 2026; designated public sector organizations file every two years. Penalties: administrative penalties of up to $15,000 per contravention for a corporation, which a director may treat as a daily penalty up to $100,000 (IASR s.

83 and Schedule 3), and offence fines of up to $100,000 for each day for a corporation (AODA s. 37).

The Government of Ontario and the Legislative Assembly have their own, stricter schedule and are not modelled as a tier.

Assessment tiers & levels Lavawall supports

Lavawall assesses Ontario AODA - Integrated Accessibility Standards (O. Reg. 191/11) at every level below, so you can start where you are and step up as your program matures.

Tier / levelWhat it coversBuilds on lower
Small (1 to 49 employees)A business or non-profit with at least one but fewer than 50 employees in Ontario that provides goods, services or facilities to the public or other third parties (IASR s.2, 'small organization'). Required: accessibility policies (they need not be written down), training for every employee and volunteer, accessible formats and communication supports on request, accessible feedback, accessible emergency information, the employment standards except individual accommodation plans and return to work, the customer service standard, and Part IV.1 for anything newly built since 1 January 2018. Websites are not covered by section 14 at this size. With 20 to 49 employees, a compliance report on the customer service standard is due every three years, currently by 31 December 2026; under 20 employees, no report is required (s.86.1(1)).Yes
Large (50+ employees)A business or non-profit with 50 or more employees in Ontario (IASR s.2, 'large organization'). Everything in the small tier, plus: documented policies with a statement of commitment, a multi-year accessibility plan reviewed at least every five years, training records, WCAG 2.0 Level AA for public websites and web content (required since 1 January 2021, other than live captions and pre-recorded audio description), written processes for individual accommodation plans and return to work, the documentation and notice requirements of the customer service standard, and the larger set of Part IV.1 public space requirements. A compliance report on all standards is due every three years, currently by 31 December 2026.Yes
Designated public sectorA municipality, or an organization listed in O. Reg. 146/10 or Schedule 1 of the IASR: district school boards, public hospitals, colleges of applied arts and technology, publicly funded universities and public transportation organizations (IASR s.2). Size does not reduce the obligations: a public sector organization with fewer than 50 employees carries everything in the large tier. Adds accessibility in procurement and kiosks, a plan made in consultation with persons with disabilities, an annual status report, consultation on on-street parking, and, for municipalities of 10,000 or more, an accessibility advisory committee (AODA s.29). Compliance reports are due every two years; the last deadline was 31 December 2025.Yes

How Lavawall® helps you get to Ontario AODA - Integrated Accessibility Standards (O. Reg. 191/11) compliance

Most of Ontario AODA - Integrated Accessibility Standards (O. Reg. 191/11) comes down to technical controls you have to run and prove: keeping systems patched, hardening configuration, detecting breaches early, backing up what matters, controlling access, and keeping evidence that all of it actually happened. Lavawall® runs those controls across Windows, macOS, Linux, and Microsoft 365 / Google Workspace from one console, maps them to Ontario AODA - Integrated Accessibility Standards (O. Reg. 191/11), and tracks your posture continuously instead of once a year at audit time.

  • Assess your current state against Ontario AODA - Integrated Accessibility Standards (O. Reg. 191/11) in the Lavawall GRC module, with the questionnaire and control set built in.
  • Remediate the gaps with the same platform — automated patching, configuration fixes, backups, and access review — not a separate project.
  • Evidence everything with timestamped, exportable records auditors, insurers, and clients accept.
